Thieves Guild - A Flawless Plan

I can't start this quest. I am rank 10 in the guild and finished The Long Game. I don't see Zeira in the Thieves Den or a note from her.

Have you had any conversations with Andarri?
That seems to be the NPC that sends you to Zeina.

You can try any of these steps as workarounds to proceed on the quest:

Type /reloadui in the command line of the Chat Box ( at the event to possibly reset the issue).
Use /camp to log out, then attempt logging back in (please stay logged out of the game completely for 15 minutes for quest resetting).
Type /bug if none of the above work in order to report the issue to our developers.
As a last resort, you can try abandoning the quest and restarting it.

Sorry, I'm an idiot, I was looking at legerdomain instead of thieves guild skill. I am only 4 in guild so that's probably it.
