Using race change token did not refund nor reapply racial skill points into new racial skills

I had a high elf toon that had skill points in all racial skill points. When I switched to argonian, I logged on to find that I have no refunded skill points from high elf racials, and none of my argonian skills have points applied.

I've used race change tokens in the past and they've always refunded racial skill points for me.

    This is really scary because not everyone would notice their skill points not being refunded. :( It makes me wonder if you've lost skills points to bugs like this do you HAVE to put in a ticket to get them back? There's probably a good handful of players that wouldn't even notice.

    If you're experiencing an issue with your character's skills or skill line progression, we recommend reviewing the following troubleshooting steps:
    If you are unable to swap your skill bars, ensure that you have a weapon setup for the second set of skills that you are attempting to enable.
    If you are experiencing a delay in activating your skills (ex. your skills are unresponsive) and are playing on a PS4 or Xbox One, clearing your save data may be able to resolve the issue. If playing on PC, performance troubleshooting may be able to help.
    If you are having difficulty leveling up your skills, please note that several skill lines (such as the Guild/Psijic Order skill lines, as well as the Undaunted, World, and Race skill lines) progress differently than other skills. You can read more details in this help article.
    If you are unable to see skill lines in your character sheet (for example, if an armor type such as light/medium/heavy is missing), you may have not unlocked it yet. You can read how to unlock skill lines in this help article.
    If you cannot morph a skill after a respec, please note that in Update 13, the skill order of several abilities (such the bow ability "poison arrow") were changed. That means you will need to earn some further experience in the skill lines that changed position. You can read the patch notes for that update here.
    If your issue is not covered by the troubleshooting above, or if you're experiencing a bug with one of your abilities, please submit a Bug Report. You can submit a bug report by following the steps below:

    PC/MAC
    First, be sure to press the Print Screen key on the keyboard before typing "/bug" to make sure the correct screenshot is included in the bug report.
    Type “/bug” in the chat window while in game.
    Select the proper category and subcategory and give as much detail as possible about the issue.
    Check the Include Screenshot? box to include a screenshot of the issue.
    Click Submit.
    CONSOLE
    Open the in-game Player Menu:
    [Menu] for Xbox One
    [Options] for PlayStation 4
    Select "Help" and "Submit Feedback"
    Select the "Impact" and the "Issue Category" of your report and provide any additional information in the "Description"field.
    If desired, you can also tick the box to provide a screenshot of the issue.
    Select "Submit" once complete.
    You can also submit a bug report or feedback for the development team to review by posting details about the issue on The Elder Scrolls Online official forums here.
