So as far as I know the guild I used to run is no longer active, wondering if I could reactivate it or something along those lines.

✭✭✭✭✭No guarantees, but you can start an Online Support ticket, @Hosiaha, and see what ZOS says.
Players in this situation often have their prior guild history reviewed ... including having a guild master position (or high officer) at some point during the guild's timeline.
Be ready for questions from ZOS.
