If I was optimistic, I'd be looking forward to the lesser sets being brought up and be made viable. But knowing ZOS, this will probably just mean nerfing the top sets so you have to grind and golden other sets to stay competitive. In the meantime, class balancing will be half-baked because so much attention was put on sets.

Though I think it will be mostly about gimmicky sets that are brought in line and have proc conditions and effects changed , which will rarely result in the set being used more I would say.
I would be surprised if these changes will make unused sets come alive. Just like with last patch, where it rather made used sets not used anymore except for Maw of the Infernal.Auri-El is my lord,

That is to be expected from "spreadsheet driven" changes. When the spreadsheet indicates that there is a problem with a set, it does not matter what the players think, the set needs to be adjusted to eliminate the spreadsheet indicated problem.
Of course, the purpose of doing this is that the players will exploit any set that is an outlier in a preferred direction, until another one comes along, then they will move to that one. The players will always favor the current preferred outliers.
