Methinks this person is either trolling or posting random words. In the event the post is serious, I'd refer them to complaints by large numbers of people all suffering from lag and unresponsiveness, whether in one group or not, and doing anything from overland, world bosses, dungeons or trials, based in different countries and using different ISPs. Also, when other games seem to have no issue. Are the ISPs targeting ESO specifically to downgrade performance? Because in that case I think ZOS could drag them into court for it.
This forum community is the worst! No-one has made a comment about the length of that video. Unbelievable.

You can get up to 20% more peformance at 1980 x 1080 custom resolution and set the game to this. Downscaling works.
I play at this settings since yesterday. And it went from 35 to 50 (stable) fps. But lag (spikes) -_-
