It's obviously a vault where you keep all of your spare Mhuvnaks.Taking stealth away from the Bosmer is like taking magic away from the Altmer, making Nords allergic to mead, or making Orcs pretty.1 -

Because he wears an imperial armor (he and his acolytes who look like soldiers) and the colors of the armor correspond to those adopted by the Legion.
