Enchant Question

I made some glyphs named "Increase Weapon Damage and Spell Damage by 320 for 5 seconds."

So, does this happen every so often (if so, how often), is that something I make happen (if so, how).

The don't have a lot of info in the description.

Basically, Enchants have a 4 Second Cool down and as long as you are weaving Light or Heavy Attacks, it should always, or almost always be procced.
