I think what he, and many other are after is fun. Combat used to be dynamic, now it plods along. Yeah people can adapt, but have fun? play with style just because? choose a compromised spec for the concept or fun of it? not any more. Choose your cookie cutter spec to be effective, or have a less effective but no more fun character.
Progressing the game means progressing the game, not regressing the players and calling it progress.

I was running around with no a single regen consideration because I could have 100% uptime on my damage with just my CP and skills.
Now you have to be a little considerate about what you're doing, worst case is you do two or three heavy attacks in a fight just to get some resources back.
Also if people want that spamming without anything else they can still do it. They will just have lower DPS and things will take longer.
