OK. If you are one of the complainers, here's why you are being ridiculous:
If you are complaining because you feel the the ability to play as any race in any alliance should be exclusive to pre-order people, you are simply wrong. This feature is something that should have NEVER been restricted in ANY way, in any ES game. Please, accept this and realize that by feeling this way, you are only imposing an unfair restriction on all new players of the game just so you can feel "special". That's nothing but a super-mega selfish attitude right there.
If you are complaining because the entire pack is available, realize that you are wrong again, and that the pack is actually different, in something other than just its name. The included pet is different. Your pre-order bonus is STILL exclusive, as you have a pet that no one else can ever get. Have that little guy follow you around, and everyone will know you are one of the super-elite pre-order folks!
If you are complaining because you feel ZOS "tricked" you or "lied" to you, or "broke their promise", well... you may have some very weak semblance of a point in there, but really? You are going to flip out over this? THE WHOLE FREAKIN FREE TO PLAY DEBACLE was an infinitely bigger kick in the nether area to subscribers of the game, when ZOS had been saying since Day 1 that it would never happen. You should have lost all faith in the vablidity of ZOS's statements the day Tamriel Unlimited was announced. If you are actually upset about this, its your own fault at this point. You know the saying, "Fool me once, shame on you. Fool me twice, shame on me."

Maybe someone would want to buy it solely for a fresh set of treasure maps?I don't like how I can buy the adventure pack when the only thing I don't already have in it, because I have the pre order imp edition, is the guar pet which I can buy for far cheaper separately, it could end up causing people to waste 1900 crowns without realizing or understanding and to me this comes across as tricky.
I think it should be greyed out as unlocked if you already have everything except for the guar pet, not showing as purchasable for 1900 crowns as it would be a complete waste of crowns and pointless for people who have the pre order any race any alliance and maps already....
The guar pet is in the pet area of crown store already.

@ZOS_JessicaFolsom Will there be a warning before items are taken off the store? Just so if we are saving up our crowns in preparation for an item, it isn't taken off beforehand.

Yes, there will be messaging to let everyone know that an item will be limited-time or retired.
