Please help me with ESO performance

Hello,
I'm running ESO on everything low except sub-sampling on medium. I capped my fps for 40, because if i dont, fps is like ~100+ and my pc freezes. ( sound disappears, everything stops ). If i play with graphics i told you, i still get problems like objects slowly appearing and when they do they are blurry at first and only after few seconds become normal. My question would be, which computer component is that lacking, so i cannot play normally?
Nvidia GTS 250 1gb AMD athlon II x3 455 4GB RAM.
P.S. I can run game for ~15sec on high/medium with quite normal fps, but afterwards computer just freeze as i told above. I'm assuming its caused by GPU overheat or CPU overcharge.
P.S.S. I did clean GPU dust and Yes i changed thermal paste. At this moment i'm thinking that it is CPU problem, not GPU, because it should run ESO atleast on medium.

This is normal. For example, the other players and NPCs are loaded in "low" quality and you get a better quality version when you get closer to them.i still get problems like objects slowly appearing and when they do they are blurry at first and only after few seconds become normal
