Resto staff change didn't make it in with the patch?

The patch notes state that the 10% damage boost on restoration staffs was removed and replaced with magicka restore however this was either not working as intended or the patch notes were wrong because I am still getting increased damage using resto staff (tested using destro staff and resto staff with strife).

    Force weapon swap to have priority over EVERYTHING. Close enough.
    Make stamina builds even with magicka builds.
    Disable abilities while holding block.
    Give us a REASON to do dungeons more than once.
    Remove PVP AoE CAP. It is ruining Cyrodiil.
    Fix/Remove Forward Camps. They are ruining Cyrodiil.
    Impenetrability needs to REDUCE CRIT DAMAGE. Not negate entire builds.
    Werewolf is not equal to Vamps/Bats.

    This is ZOS the typical method. You put something out untested. It doesn't work. Then they wait a week until they can fix what they pushed to live untested.

    Right.

    It is more likely that they were told it was in the patch but it is actually not in the patch. Maybe it was supposed to be but did not make the patch at the last second. Maybe it was always scheduled for a hotfix and not scheduled for the patch at all. Maybe it was something never intended for the patch but for Update 5 and wires got crossed.

    Wait for the explanation. Then rip into them.

    Ahahaha. XD Oh, this made my day.

    Joking aside, they probably did it originally so that resto staves would have a little damage, but it definitely undermined the main reason to use a resto staff. You know, for healing. This new passive makes MUCH more sense, and only makes the current healers more effective at their jobs.

    Another thing that may be broken is that with both points invested in Cycle of Life, my restoration staff heavy attack only restores an additional 15% of Magicka, not 30%. For example, with a maximum magicka of 2176, a heavy attack restores 212 magicka before the points are spent, and 245 after.

    I'm pretty this is based off your base magicka (before enchantments and passives).

    It's a bit tricky to test if your class or race passives give you more magicka.

    Aren't enchantments and passives already factored in my total magicka? 212 is roughly 10% of my total during the test, 2176, so no surprises here. With Cycle of Life, this should have increased to 212+212*30/100=275, and I was only getting 245. It is as though the two points invested in the passive only provide the benefit of one.

    it still only restores 10% not 30% and yes it still does the extra damage... So basically its exactly the same nothing has changed.

    I don't think people getting exasperated here is totally out of order. There is like one major screw up every patch. Come on already.

    There are already reports that the cloak fix didn't work. They also only mentioned that you should not come out of cloak if a projectile fired at you misses you, which looks like this is another nerf to cloak. Previously if you cloaked before the attack got to you it always missed. Now ZOS response was it shouldn't take you out of cloak if the attack misses you in bold, which I'm guessing means they expected the other attacks to hit you even though you cloaked.

    Just give it time there is always a NB nerf in the patch somewhere.

    Patch after patch after patch after patch after patch stuff that is getting fixed is always broken. I mean..its getting to the point where frustration has turned into pure comedy.

    You know the sad thing is? I work with a dev team as well and if someone asks me (or that team), "hey, you guys tested this release?" we would all be offended. OF COURSE we would test it. It's rather rude to ask.

    Unfortunately, looking at this thread, it's just a little too much NOT to ask.

    I mean, that's one of the biggest change in the game, got sneaked into a patch, and... half the functionality is broken?

    Did you guys push the wrong build or something???

    How did you guys do the live QA? Do you have a staging environment? Load tested/balanced? How's your testcases scope? How??

    They "Fixed" mages Fury 3 times...when it was never broken in the third place. After the final "fix" the explosion is now a projectile and is reflected by defensive posture and reflective scales.
