I think the op is trying to do that this time around and is struggling to find groupings for the quests and such in Craglorn right now for his lower leveled VRs. If there is a population gap or lack of one altogether, this will be a roadblock.

I don't mind questing (having two characters passing V10 you nee to do it a lot), but to do it in Craglorn you need a group, and currently it is not easy to find one there. So I am looking also for alternative ways.

I assume then you have completed all the vet quest zones? You must have missed quite a lot of content to be so far behind. You usually get a level for each zone if you do all the quests and don't skill stuff like dungeons, dolmans and world boss's. There is always Cyrodil. The daily quests there are a pain tbh. I would be tempted to go back and see what content I missed from the vet zones.
Odd, My sorc is half way through Vet 11 will still a full zone to go. Having said that I'm a bit of a comlpletionist.
