This true for many builds but a DK with full light and inferno staff concentrating on magicka staking will dominate the PVE from level 5-7 better than most builds and classes.You don't really need impulse,inhale,dragon blood etc on normal. Keep in mind that those who are talking about the light armor with resto/destro combo are talking about endgame and only endgame. The "overpowered" combo they get to use is not available to you until late in the game since it is completely dependent on the last abilities you get in both the resto and destro staves. To get those abilities you will be well in your 40's at the very least.
I am not saying it is hard to level with that in mind 1-50, but I am saying that if you go that route straight away don't expect to be as strong as everyone says.
Not a big deal if you are a power leveler, but if your friend intends to take his time then he will have to keep that in mind. Also chances are that if your friend takes his time that by the time he gets to that level those abilities have been nerved already.
The best class?
I know a lame answer, but at least until veteran rank it is whatever class/build you like best. Some go faster, some survive better and some take some getting used to, but in the end just pick what you like best and pray that by the time you get high level your build is buffed and not nerfed. The leveling will be most fun that way.
Even a heavy armor pure stamina build which is currently the weakest combo is very capable 1-50 and doable after that.
NB have top singletarget DPS now - in poor shape? Maybe, someone's hands in "poor shape"?DK or Sorc. If your friend wants a viable "ranged" option, then tell him sorc. If he like more "tanky" types, DK. Templar and Nightblade are in poor shape, even the Devs admit this.

He said single target DPS, ie one on one, Nightblades with their stealth can do a hell of a lot of damage to a single opponent.
They just suck at mobs.

Saying Templar is the best class to someone who wants to tell their friend which class they should play is equally silly. Perhaps he was just being sarcastic, shrug. Either way, I wouldn't want the poor guy mislead.
So what criteria we all must use if not single-target DPS?Where did he mention single target dps and since when its all about single target damage when you pick a class?

Most of players are victims of WOW-stereotypes: "OMG, NightBlade, I MUST use Medium and Dual-Blades!". But light'n'staff NB have TOP DPS in the entire game, not medium/duals. Yes, more than Sorcerers.
Another stereotype: "Sorcerer - something about magic, I MUST use robes (light) and staff." And it goes quite well, but not because Sorcerer - because of light armor and staff.

Did you read 1st post or #justsaying?How do you know that he likes the class lines and single dps only instead aoe , pets or whatever? You don't even know the conditions to define best class out of 4.

solo or in group?

Yes mate, you are absolutely right! NBs have insane BURST DPS and they are fits the role of stealth assasins perfectly! But, you know, STEALTH ASSASINS CAN NOT deal so big damage for a long time - coz his role is burst kills only! So WTF all NBs are whining around about damn PVE-stuff?Go to the character creation screen and please tell me which armor the NB is wearing. It isn't light armor, it's medium.
Description for NB....Nightblades are adventures and opportunists with a gift for getting in and out of trouble. Relying variously on stealth, blades, and speed. Nightblades thrive on conflict and misfortune, trusting to their lick and cunning to survive.
Stealthy assassins which is what a NB is supposed to be should NOT be a caster class. If I want to use two staves, I'd roll a sorcerer.
