The best "fix" for the "ultimate spamming in PVP" issue. (opinion/suggestion)

Lock Ultimate gain while a ultimate ability is active.

Explanation, Curretly a DK who drops his banner will also be getting ultimate to his next banner from the damage he does while the banner is active, in additon to ultimate from the banner it self..

This change would mean that when the banner is still on the group, he will not gain ANY ultimate. meaning he has to wait untill the current banner ends to work up to the next one.

Proof of this being a potentially effective change can be seen by looking in the past when players could Stack Devouring Swarm, If they had never been able to build ultimate while a ultimate is active it would have been IMPOSSIBLE for them to do that.
This would also make "instant" ultmates like Dragons Leap a more viable choice, since
they do their damage instantly allowing immedite building to the next, vs dragging it out for more overall, but having to wait longer to do so again.

To be clear, this would affect any ultimate thats primary effect has a duration like DK standard and Storm Antronach,

abilitys with like Sweep and Death stroke with can have added effects after the intial hit would be unaffected.

To those who might cry "Not more DK Nerfs!" this change would affect Sorcerer the most, since all of their ultimates have a primary duration. DK would only suffer as much as NB and Templar, who each have 2/3 of their ultimates with a Primary duration.

Im sure the Devs will have a better or similar design change in the future, they have already made a point about how much ultimates currently shape the PVP landscape, and to be fair, it affects the PVE landscape equally as much.

I play every class in every situation. I love them all.

And so begins the Soul Strike meta. Punishing good uses of duration ultimate abilities is extremely odd, especially since with your idea, you cannot gain ultimate from using other skills during that duration. Slowing ultimate gain by 50% during the duration may make a little more sense.

It does not "Punish" a "good use", only prevents the spam of it. You can still rush in to a group, "Gank" them and try and get out... but you wouldnt be able to "gank" constantly like you can now.

It would drastically add greater need for tactical use universally, as well as giving "instant effect" ultimate more value, as they can be used more often in succession during heavy combat.

it creates the choice... Do Good damage now and then do so again relatively soon? Or do i create a area of death for 15 seconds knowing it will be a while before i can do so again? The option between a strong stab, or a injection of deadly poison.

Honestly this alone wouldnt be enough to solve the "Ultimate Spam" issue in the game. it would only be a good starting point.
