Hunding's Rage not affecting destruction and restoration staff weapon abilities?

So I have been testing a bit today with the Hunding's Rage set and especially destruction staff abilities.
The set mentions that for example at white quality you get 19% increased weapon damage when using weapon abilities. I have tested this and I saw absolutely no damage increase with either normal attacks (after having used a weapon ability) or directly using weapon ability attacks from destruction staff.
Is this only intended to work for the other weapon abilities and not for the Destruction and Restoration Staff weapon skill lines? Because if it is so, then the wording on the set is extremely misleading.
Looking forward to a response and input for anyone else.

Darkro✭✭✭I think that as well, but as destruction and healing staff are under weapon category and their dmg and healing is scaling based on weapon dmg, one would assume they would be affected by this set, given the wording of the 5 set bonus.0

I just had the best laugh I had in quite a while. I wonder what level you are that you don't know that destruction and restoration staff scale only off weapon dmg and magicka and are unaffected by spell dmg , but that they are affected by spell crit.

This is completely incorrect. Spell Damage has no effect on any staff abilities. Staff abilities are Weapon Damage and Spell Crit.
