So... even if it has "some PvE content", even if this content is attractive, I can tell you that people who despise getting PKed and "ganked" will not go there. Ever.
Personally, I have not been there once, even out of curiosity, even if many other guildies were doing it and saying it offers good rewards. If I want to do my PvE content, quests, bosses, whatever, I want to do it in peace, without the fear that some bozzo will be lurking around to spoil my fun. This is just my own choice, and why I would choose a PvE server, if there was one.
I just feel this somewhat reflects how people not interested at all in PvP might feel, so adding good PvE content there, could just be a waste. But, whatever.

This is me to a tee. I would love to explore cyrodil. But it ain't gonna happen because of ganking. Not going to rage over it, just won't go there.

There needs to be more ways to level up, yes, but daily quest circuits in Cyrodiil shouldn't be the answer. If PVE stuff gets added to Cyrodiil, it should be for the purpose of making the PVP aspect more dynamic. Things like NPC groups that you grind rep for to help your faction out, or maybe roaming big world bosses to add more, albeit potentially random and unfair, obstacles to the player zergs. Perhaps things like chokepoints into a faction's "backdoor" that are blocked off by an elaborate public quest that enemy factions needs to finish before people can cross. Things like that would be interesting imo.

I recently decoded to take a break from the stabbing and the sieging and the hellish amount of fire that gets tossed around and began to explore the map and I found a bunch of quests that I didn't know about in Cyrodiil.
My question is, do you think Cyrodiil should be reworked a bit to add a few more questing hubs with objectives near by in there so you can level in Cyrodiil a bit faster if you do not feel like doing the traditional zones for your faction? Also, more questing hubs would draw people into Cyrodiil and add more opportunity for PvPing, such as when you are doing a quest to go gather mushrooms and you see an EP member fighting a pack of mobs, you could just go over there and help the NPCs out that are killing him :P
