You know, something just occurred to me. Whatever happened to the whole idea of grouping people on shards/instances with other people who share similar interests? I remember the devs saying something way back during the beta about how people would fill out some kind of survey defining their interests in the game and that they would be placed into instance shards with other players that had similar responses. i.e. the Role Players would end up together, the solo players, the more group oriented players, PvPers, etc.
Something like this would be perfect for people complaining about mounts in towns. Put all the RP/immersion people into their own shard and let them not ride horses in towns as much as they want.

Make the riders dismount and walk/run around on foot.
Work stations should be pedestrian only. No horses allowed.

A mod called "Open Cities Skyrim" which had some loading issues but worked pretty well. And there's a difference between modding and hacking. And the only reason they couldn't get past gated towns was because those gates were the same as entering an interior. This was for loading reasons and had nothing to do with lore.

Roger that on the mod piece, but from what I recall we couldn't take plugs into gated cities in either Oblivion or Skyrim, and as far as I'm concerned that establishes it as part of lore.
Moreover, since the mod was relatively simple, the developers apparently intended plugs to be left outside the gates, else they'd have allowed it without mods.

Yea. Apparently, children are born at adult size and people don't have bathrooms. I assume they go behind trees. Or even better, they use magic to clear their bowls and drop them into Oblivion. That's why the Daedra hate them so much.

I mean, we also never had horses that appeared out of thin air or an MMO style spell bar. Does that mean they changed the lore? No. These are game mechanics and have nothing to do with storyline.
