I had read in the past that If a guild controls all six keeps they crown their own Emperor; in other words specific to their guild and not their Alliance. Is this true?
Also, has it always been 15k script/war points to change campaigns? And does it cost that just to change the Home campaign; or both Home and Guest.

No, Your alliance has to control the keeps around the Imperial City, when you do, the player with the highest point total for your alliance is named Emperor. Also, has it always been 15k script/war points to change campaigns? In beta it was 100k to change only your home campaign. They said there was going to be reduced cost the first few weeks of campaigns so people could find their right homes. From early access to now it has been 15k, I don't know what their plans are for increasing it.
Guest is free to change, but you can only change it once every 24 hours.
At least I believe everything I said is correct, I haven't really tried changing campaigns in a while. I'm sure someone will correct me if I am wrong.
