Building ultimate takes a long time, too long for my tastes in fact. It makes high cost ultimates like Werewolf completely useless and linear with PvE fights. In PvP, ultimates are only used once and forgotten about the rest of the time. These ultimates don't compliment a build, they are a clunky add-on rather than a reliable ability within a build. I want to go over 2 components of this system, the ultimate costs and the rate of ultimate generation.
I say we need something a bit more active to make ultimates more noticeable more often within ESO. Let us make these ultimates based on a timed cooldown instead and reduce said cooldown through set bonuses and ultimate generation.
Every point of an ultimate would be a unit of time, in plain perspective 1 ultimate = 1 second, and everytime an ultimate is used the cooldown is reset. Irregardless of combat, you gain 1 ultimate every second until the ultimate is ready again.
For certain builds, abilities, and even just regular attacks with weapons have either no generation or a large unbalanced amount of ultimate gain. Healing springs comes to mind pre-combat for most bosses within AA or HRC. I am sick of having intangible theories on the best ways to generate ultimate, I want light and heavy attacks to generate ultimate. I want abilities to be building ultimate reliably. Heck, even have traits in heavy armor to generate ultimate on hits taken while tanking.
I want ultimates to literally be *ULTIMATE* and feel a larger part of your character overall than once in a blue moon.
