of course, with full magicka, they can still BE 4-5 times in a roll, except it dosn't work in battle.

Pure numbers there, it's more like 85%. Cast it two times and you almost run out of magicka.

So you think it is ok to let people spend skill points speccing for passives and ZOS can just randomly decide when to ignore them. Yet claws, bats, etc (list goes on) can all be spammed with no similar per cast increases and are a much larger pvp problem? If they were going to make a change like this it should have been across the board for ALL spammable abilities that ANY ability cast again within 4s of itself would have that 50% increase for ALL classes since they don't seem to get the point that in mmos disabling abilities should not carry high damage as well.

I know it might be a surprise for you, but every other class travels around the world using a horse - look for one.
As for BE usage in the battle - the first use costs the same as previously. So you will have to plan better tactics than just: hit and run ;-)

What you wrote just isn't an honest statement. The only ones BE'g without stopping were the hackers using JuJuBoSc or something similar that were able to tele without mana expending. It was reported to ESO with the websites and they have done nothing to stop it. Not even a client side lua check for modified files. Myself as a sorc couldn't catch the cheaters. That would be like trying to kill a fly with a baseball bat. Just re-read what your have posted here and try to convince yourself any of this would make since at all.
Sorcs could BE around without stopping. Broken skill.
