Remind me again why they decided to have no skill gcd?

After considering for a rather long time, I cant think of any benefit of not having a skill gcd. What was their original idea? Coz gcd will solve so many of our current class balances and spammable skills and such.

Ok i get it that they have 2 resources, but again, why no gcd? Having 2 resources doesnt mean you cant have gcd

This is true, it introduces problems such as animation canceling and that clunky feel that the game produces because spells arnt firing off quick enough.

Because none of the other elder scrolls games had cooldowns.

This is one of those ambigious gray area type answers they purport in the name of maintaining the "Elder Scrolls" logo that looms over the game.
