Like in the old school RPGS! Where you had pre-made templates and custom layouts where you could pick which skills you wanted like in baldur's gate and another game that I can't recall. (edit: neverwinter nights).

LordEcks✭✭✭IIRC Baldur's Gate and NWN both (based on D&D rulesets) had hard-coded racial features built in as well. Which isnt surprising as most of Elder Scrolls is loosely based off of D&D.
Elves having see-in-the-dark nightvision for example. Humans having an extra feat bonus, etc. These things werent inter-changable. You couldn't get those features by playing another race.0
