Confused about Sorc pets and the skill bar

I've read this write-up to give me some idea how a Sorc plays:

http://elderscrollsonline.wiki.fextralife.com/Sorcerer+Destruction+Staff+Survival+DPS+Build

In there is this comment when discussing the use of the second bar:
This bar has two functions. The first is to provide pre-fight buffs, such as the pets.
This seems to clearly imply he switches to bar 2, calls the pets then switches to bar 1 to fight.

My experience is that if I switch from a bar with the pet summons on it to the other which doesn't the pet despawns, the pet only hangs around if the skill is on both bars.

What am I missing here?

It does not imply anything of the sort -- you are inferring that to be the meaning. As you, yourself, point out, the meaning that you are inferring can't possibly be correct.

This the way it works (I'm VR3, Sorc/Daedric Summoning build): When you switch from weapon 1 to weapon 2, if you DO NOT have the summons on both, they will disappear. Period. So summoners actually have less spaces to work with, unfortunately. Place your Unstable Clannfear/Explosive Familiar on both weapons, and your Restoring Twilight/Twilight Matriarch on both weapons (as well as bound armor) to ensure when you switch, they are not removed. Other buffs, like Conjured Ward, can be cast and will stick when you switch weapons.

Okay then genious, then what does he mean by this?

"The first is to provide pre-fight buffs, such as the pets."

On second thought, don't bother, as you're obviously interested in showing how bloody clever you are, your answer is likely to go right over my head.

To everyone else, simply pointing out that "The first is to provide pre-fight buffs, such as the pets." is clearly crap as @crislevin was all I needed to know.

@Morimizo, yes this is what I see, so I now understand the use of such as when referring to the pets is entirely confusing because the pets aren't 'buffs' ...which @grahamz1b14_ESO was the entire basis for my inference of his implication. :p

My advise - ignore who ever wrote that.

If you want to use pets on both weapons - ie aoe spec destruction staff with pets and restoration single target spec with pets

Put pets on both skill bars and they will stay up fighting while you switch weapons as necessary during the fight.

I use these specs and they are really great for soloing or playing with a friend in harder content areas as the pets will keep the mobs attention if they are being healed keeping you alive longer.

Not the spec for everyone - but that's the great thing you can play as you want in this game unless you are in larger groups when as in any group you need to adjust your playstyle to the group needs.

The writer means you can have the summons on the bar and active abilities, so you summon your familars (not pets), and then can use the other buttons for your spells, melee abilities, etc.

First purpose; Summon familars (scamps/clanfear/winged Twilight)
    Second purpose: abilities (crystals shards/silver shards/slashin blades/etc)

Nobody mentioned switching weapons, until you did. You are introducing a new assumption, and it's not based on anything (sorry but it's not). If you keep the summons in the same place, they stay when you switch, but still take up spaces, nothing will get around this.
