12 is actually fine with me for now but they definately need to make it horizontal for a while. Balance out the classes and different builds and have us working towards gear, skills, and trying to find the best way for us to play each of our characters, then maybe add a vet rank in every 3-6 months just for the heck of it

I think that instead of adding more levels, they should come out with more difficult content, and more powerful gear that you would need to complete such content. Both craft-able and that you can get through drops, but the only way you could get those drops or the mats to craft that gear, would be by playing in the new content. Such as questing in a new zone, competing in an Arena, etc.

If they give veteran ranks more utility (skill points, individual attributes) sure. They can add as many as they want as long as they build zones around them and content to suit it.
Regardless of the whining about veteran rank, craglorn fit the extra 2 levels, if you ran through the quests and dungeons the way you ran through previous zones you'd have leveled just about the same, but instead people just want to rush to the last level and then whine about no content or having to grind.

I'm surprised they raised the cap so soon. DAOC is going strong 10+ years without EVER raising the cap...ESO went 6 weeks. All this accomplished was maintaining a level gap between the exploiters & non-exploiters.

I cant help feel that ESO is becomming a grindfest... I really hope they hold of the levels at some point. I'd rather spend my time in PvP than this endless leveling.

Not yet. I, and many others don't want to have to keep leveling consistently all year to stay competitive. They should definitely wait ~4-6 months before the next VR bump.

More VR ranks are not needed right now.
I mean, doing quests is "okay" from time to time. Some people really like it as well as role-playing and that's fine. However, not everyone is a fan of doing quest after quest. Some people like PvP, some people like to grind... you need to cater for the whole audience and give us more freedom to play the game. I'm not a robot and I work a lot, so I don't want to spend all my time doing more XPing. Give people a new incentive based on skill and involvement rather than level and xp grind.
Give players more opportunity and ways to spend their time in game. I don't know what would be a good addition but I'm sure the community has plenty of ideas on that topic.
Add player housing? Give us more ways to PvP maybe ? Small scale arenas with incentives / rewards that do not impact Cyrodiil's PvP? Add barbers, horse racing, a fishing related crafting skill line? (cosmetic changes for you gear perhaps?) New and more interesting / challenging skill lines or morphs? Real endgame content not exploitable for once and REALLY challenging.
LARGE scale raid bosses that need 30+ minutes to be killed and that go through different stages.
So far, this game has been everything but group friendly.

I'm one of those people that is perfectly fine with leveling forever, but I think the current content we have in general needs to be fixed before a bunch more levels are added, and also that the current VR content needs to be more polished/more interesting to different types of players so that more people are willing to go through it.

As it is impossible for me to get past Molag Bal, why should I care about Veteran ranks? I rather have more 1-50 content such as the Dark Brotherhood and Thieves guild.
I am ready for an Xpac. Let's get one of those that add an additional 20 VR levels where you grind through each factions xpac story. Also add no rewards for doing so and it would fit in perfectly with what we have now.
I'm still hoping that vet ranks in general will be overhauled before considering adding more. If they become more favorable for most players, then more ranks might be ok. If the complaints keep up, then perhaps not. But another question would be whether or not there will ever be levels beyond 50 or if it's entirely going to be ranks after. We can all expect the future to hold some form of leveling up... I mean, at some point there may be full expansions even. It's more a matter of what kind of leveling up system we'd like the game to support.

Take it up to 15 after they fix the bugs and bring in enough content for VR1-12. That's the max they should go. Then no more.
1 VR is equivalent to 10 levels IMO. There's already 170 levels, though its hidden by the term VR, won't it still scare away new players when they find out?
