    I think spell resist is buggy at the moment. It either doesn't work or the scaling and critcal hits from npcs seem unmitigated. Some of the fire and lightning mages seem way too powerful at times.

    You know I have not noticed Spell Resist on anything working. Fire Resist Rings don't work. Poison Resists do not work.

    I believe things only have a spell resist value if you put a skill point in a passive like Light Armor's Spell Warding http://esohead.com/skills/29663-spell-warding or jewelry if they have a spell resist enchant.

    That being said, I agree with @DeadByNow‌ that spell resist is fairly useless, or at the very least not being calculated properly.
