Cyrodiil quests bugged?

Just entered Cyrodiil for the first time the other day and I started the quests line for learning how the siege weapons work... I have to try out each weapon and hit the targets. Well I hit every target with every weapon and nothing updated except the ballistae. So I guess I'm just wondering if anybody else has had this problem or am I missing something?

I had this problem in Beta too ... So it's been around for at least 4 months now without a fix!!These are not the sweet rolls you're looking for - Now move along before I put an arrow in your knee.0
