Why is The Rift a higher lvl than Eastmarch?

Seeing as I have to travel thru the rift to get to eastmarch which is where I go after the blackmarsh zone why on earth didnt they just make it so I level in the rift first?

There's a quest in Shadowfen that unlocks a ship 'teleport' to Eastmarch. You don't have to go through the Rift.
