It's a mage's guild skill, so it is available to everyone who wants it. As such it shouldn't be a candidate for nerfing, at least not yet.
Reason being if everyone has it or at least has access to it, it can't have an impact on balance.
Class skills that are OP relative to other classes actually have an impact on balance.

Perfectly logical. Nerf Volcanic Rune so something that works well in VR leveling does not work well anymore. That way you can share in the misery of someone who does not choose to use this mage guild skill which is available to everyone.
Only when everyone has been brought down to the agony of a pure stamina/melee/class skills only build will things be fair.
Because it is just not logical to even consider asking for a buff to stamina weapon skills instead of wanting to nerf a skill anyone can use.
And what is even more tragic is ZOS is likely to follow the OP's logic, because it is easy.

You should not be able to spam it for 40sec or w/e they were spamming for.
In fact an AoE cc is not the same as some of the snares others have , this actually gives you 3 or so seconds where they are immobile

Well, NERF V.rune is needed hardly.
Yuo need to mana cost it twice or more! Really it cost less then daedric mines and do more damage then mine. Is it honest?
I think no. We hadrly needed to twice ALL Magick guild abilities. Thas it can keep balance between classes and so on.

If someone is spamming it for 40+ seconds they are exploiting mana regen and/or potions, not the skill itself. I use it regularly in my rotation, but if I use it more than 3-4 times while throwing in snares and other dps skills, it destroys my magicka pool.
How about instead of calling for a nerf as soon as you see a skill abused you do some research on the class, passives, and other surrounding circumstances. Zeni has thus far done a terrible job of handling class balance because they have been takin advice such as this and rolling out knee jerk nerfs across the board.
Some of these nerfs have been merited....but a lot of these problems could be fixed by tweaking passives, changing how abilities synergize with each other, etc. they have already decided against internal cooldowns for most skills, so you're gonna see people spamming skills. That doesn't make the skill itself overpowered.
The point of my post was to point out how a knee jerk nerf to a skill affects more than just one person spamming. Besides, putting a 10-20s cd on a skill means you get to use it once per fight...and our skill bar is way too freaking small for skills with cooldowns.

Remove everything with more utility than block or sprint.
Remove every attack doing more damage than light attack.
Remove ranged attacks.
Remove every armor class but Heavy.
Balanced game, gz.

Can I ask you a question:
Let's say I have an ability called shield bash
And I can spam it for about a minute with an early pot especially and green dragon blood and food etc.
And that with choking talons and bow pull allows me to smash out 8-10 mobs without needing a heal with dps around 400-500
I can jump into public Dungeouns and chain pull packs
Would that be fair?
Should people just get a better build and qq
Instead of all the qq early on should people have just improved their builds
Or is it different because it's a nerf to you instead them

He wants to take away some other childs toy, because his shield bash was nerfed and he could not adapt. Now he saw another player who was not struggling with content and is a bit jealous.
