What does it mean 'Always deals critical damage'?

The 'Critical Charge' skill tooltip (in Two Handed) says: "Deals N physical damage. Always deals critical damage".

What exactly does this mean? What is the difference between normal and critical damage? Is the tooltip-specified damaged dealt or is it higher?

    I don't know for a fact, but I always assumed it was based on weapon damage.

    100% crit chance, basically. weapon damage x1.5+Crit damage bonus (like Shadow sign).

    So, if Critical Charge tooltip states that it does 100 damage, it will always do a 150 crit, mitigated by target's armour, or other damage reduction sources (flat damage reduction by Veil of Blades, Banner, or Vampire passive, for example).

    I still don't understand why it's called Critical, if it's always Critical. Why don't they just increase the base damage and call it a regular (non-critical)?

    Because it creates synergies with skills like Critical Surge, wich waranty the sorcerer to heal himself when he charges a target or with passives like Hemorrhhage and Shadow Mundus Stone for extra critical dmg.
