Main quest, and guild quests are solo only for the most part.

I think you can group for everything else.

Wait this game is online? I thought those we're NPCs running around calling me all sorts of mean names.....

Most of the main story line is solo, although you can still play with a friend. Most of the dungeons you see, the torches that don't have a plus sign or are crossed, can be soloed if you know what you're doing, although it will take longer, it will allow you to absorb the story without having to rush through the dialogue just to keep up with your group.
I take pride in being an incredibly smart dumb ass, or an incredibly dumb smart ass, either way I'm awesome.

You can play a static duo, but you MUST stay in sync with the quests. Generally speaking, one of you cannot go off and do content on your own, and then be able to help the other person. The phasing will not allow it.

In addition, you must each also generate a balanced build that will allow you to solo the instances that will not allow grouping.

Good luck, and thank you for Beta Testing Elder Scrolls Online for the upcoming Console release.
