Animation Cancelling

Can we get an official word on this? Is "clipping" or animation cancelling something that was intended? Either way, is it something that we can expect to be a permanent part of the game?
There's a discussion below over in PVE-Skills-Weapons but I checked 9 pages of threads there and saw zero that had ZOS posts.

vicNBitis✭✭✭They probably figured bash was 90% of the most noticeable clipping abuse going on and now everything's peachy again. I imagine it went something like....
Devs: "We really need to fix this animation cancelling problem."
Suits: "Why? What's going on."
Devs: "Look at this guy spamming Lava Whip and bash to cancel the animation. He's doing huge DPS."
Suits: "Let's just nerf Lava Whip and bash into the ground and people will stop doing that."
Devs: "But...Lava Whip is a DK skill!"
Suits: "Riiiight. Well, nerf bash and we'll keep our fingers crossed...."
