For those of you who are against it. As opposed to completely separating the PVP/PVE servers to allow for open world; what if we just had a 'flag' you could set if you want to allow open world PVP or not?
For example, if I set the flag, I can pvp other characters who also have the flag set, but players who do not have the flag set would work like they do now.
I think this may address some of the primary concerns that seem to be appearing, such as splitting the player base, requiring additional Zeny resources, etc.

Flag systems are inperfect and get abused by those pvpers who know how to (like standing in an unsuspecting noobs aoe to get flagged.

Because a mob doesnt do crotch grabbing emotes after killing you, nor yell in zone about l2p

I don't think there should be free roaming Pvp in a game like this. But, in areas where multiple factions are in the same zone by default it should be enabled at least for that levels that match the zone. I never understood why I couldn't attack someone from the opposite faction if I see them. We are still at war. In the majority of the game you never see anyone other than your own faction so it would be fine. I think it would help establish more faction pride.
Of course to do this I think they need a different leveling pass for bet ranks. I personally hate that I have to spend time doing quests for the other factions. I understand why they did that, so one character can experience it all, but give us the option.
The PvP everywhere idea is idiotic and I only think a really bad pvp player not being able to cut it in Cyrodill would support it.
OPTIONAL pvp phases...
Like always the harcore PvE kiddies dont want this.
Hard to understand why someone wants to tell others how to enjoy games.
In my opinion that would be great!
