Conflicted Emotions - Bangkorai bugged?

The part of the quest you must "Recover Arnitole's Anger". I'm stood at a spawn site for an NPC along with many other players. Nothing has happened. I've relogged to no avail, not sure if anyone else has had this issue?

I'm having this issue as well. Not sure how to get Anger to show up.

Relogging seemed to help.

When I had similar issues with the quest, the only solution for me was to try it late night/early morning when no one is around. Seems other people bug it.
