Issue with "The Mad God's Bargain" quest.

I can't actually find the starter for it.
I was made aware that I should of been approached by Shaligor outside of Dune(?)s Mages Guild be he is currently not there even after completing the previous quests.
Google searches are not helping in finding an issue or where I should be getting the quest from, maybe you guys can help.

dtere1_ESOSoul ShrivenI "think" that quest starts in the city in the middle of Reaper's March. Dune is in the northeast side of Reaper's March. I can for sure tell you that the quest does not start outside of Dune, as i have completed this quest and have not yet discovered Dune.0 -
Edlyn✭I just finished the pre-quest and went to Rawl'kha... but there is no quest giver for the "Mad God's Bargain" quest.
Need advise please.
Edit: The quest giver is Arch-Mage Shalidor in Vulkhel Guard in Auridon.
