I havnet played my v10 NB for a while but unless they added a DoT swallow soul doesnt do DoT

There is no mention of a DoT component, maybe you could post up some combat logs (unable to login the game to test myself due to login server issues -.-).

Well my bad my mistake, because I never seen the DoT ticking happen & it most certainly wasn't worded clear enough in the tool tip, because felt like it was just referring to the HoT component.
Before the login servers went to sh*t, I noticed that Swallow Soul still doesn't tick past the initial damage, guess the skill is still bugged as hell then.

And yes as pointed out, it is not as strong as you're playing it out as compared to say Drain Essence from the Vampire skill line.
