concussion effect, what is it?

I am using ice staff for slow effect, now I got a lightening staff with slightly higher damage, but what exactly is this so called concussion effect?

15% Damage reduction to the target.

Thanks, I probably won't use it then, it needs to be 30% minimum for me to worth it.

BTW, why can't ZOM list this as you said? the tooltips are horrendously vague, practically useless in mant cases.

They want to be mysterious or something like that. But it is listed in Force Shock tooltip, that's the only place I've seen it.
