Perhaps, it would be feasible to create a Nightingale-like cowl setup with a cloak? I know no capes they said. But it would seem to contradict the opening cinematic. Maybe instead of capes as a separate piece of armor have it has a headpiece that drapes over the head and shoulders and down the player's back? Thus, eliminating the need to accommodate for an additional armor slot.

3 things to reduce stamina/magicka imbalance :
- Use magicka to block abilities costing magicka, instead of stamina.
- Add % damage reduction to heavy armor.
- Add block penetration to 2H.0 -
