Mountains Giant passive not working

Mountain Giant Passive for Dk states complete a fully heavy charged attack and set enemy off balance and restore 1430 stamina. This works for dual wield, 2h etc, but doesn't work with ice staff or sword and board. Is this a bug or a feature?

Every patch seems to affect this passive. Sometimes it even updates with small bi-weekly updates.

For a while it didn't work if you didn't have an skills from the skill line equipped. Then it only worked if you had the skills equipped on the bar you were performing the attack on. Then it went back to working all of the time as long as you have the skill line. It's not surprise to me that it has changed again and at this point I can't even tell you what the actual developer-intended way for it to work is supposed to be.

EDIT: Long-story-short. Don't even bother relying on this passive. Do what everyone else does and use scribing or a standard skill to proc off-balance. This passive is not even remotely useful.

Hey Sluggy first thanks for taking the time to reply. Looks like even with an active earthen heart skill (igneous weapons) the skill needs to be slotted on that bar. So I guess it works with some limitations without being explicitly stated in the description. So thanks for your help at least now I can test it out.

I have tested now on two world bosses, to ensure that there would be no cooldowns to affect my testing. As a full dk, no sub classing, even with an earthen heart ability slotted, and active, the passive refuses to work. Power Lash failed to proc even once, whilst shatter spike was active, whether it is an issue with the lightning staff I don't know, but for now am going back to subclassing, as it renders the line pretty useless for my build.
