Allow class flourish scribed skills to count as class abilities

As the title says, I think this change would allow scribed skills to interact with several class passives and masteries and overall help make then fit in with their respected playstyle.

    While this makes sense, after the experience with the Warden class skill in PVP, which went unchecked for far too long, I am hesitant to support this.

    Yes, make Static Reverbation back into an issue with a different trigger this time. Sorc's back!

    This is a fair and balanced change and I support it 100%

    Procs should not proc procs.

    Only templars get this on Wrathsun because their damage and class set designs are so bad, templar Burning Light passive has a cooldown, and templars actually have to use skills to do damage. Even then I'd rather have a generic damage buff because we are already incentivized to use class skills with Solar Barrage 5% buff and we get pigeonholed even more with the class mastery.

    You might be comflating procs with "effects that can proc"

    Internally, burning light is not considered a proc. The reason why its an "exception" has nothing to do with its internal cooldown. Its because burning light is considered a class skill. Specifically a passive class skill. So in terms of set interactions there is no meaningful difference between say biting jabs and burning light aside from how to trigger them.

    The secondary effects of skills are also not considered procs. Puncturing Sweeps heal is not a proc. Cutting Dive's dot is not a proc. These effecs can and do trigger other effects. These tertiary effects are what are internally considered procs.

    Ex: Cutting dive is an active skill, secondary effect is the 10 second dot, proc is the potential to apply hemorrhaging. Generally speaking status effects are all considered procs and do not trigger any other effects beyond that. Burning Light can trigger overcharged as well as other sets that require damage conditions, thus it is not a proc even though it"procs."

    All of this to say, class flourishes by this logic being secondary effects on active skills should not be considered procs and thus there would be no issue with them being considered class skills.
