The Indecipherable Sai Note, a Myth?

I have opened over 100 safe boxes and thieves troves and have yet to get this. I thought the Gem of Agility was bad. So do I have bad RNG, is this glitched, or is it not out yet, like the rumors?

I've gotten one on my main account and used it, and three on my alt because I haven't used any. You can probably find them listed for sale, they're pretty cheap on PC-NA.

Unless it's glitched recently, it's real. I found (and sold) six before the price dropped to the point where I finally decided to just use the seventh to unlock the house.

I got one yesterday, I have several on the account I've not unlocked the house on yet.

I have been opening more safeboxes than usual due to the Tome Challenges.

The city of Riften has 6 safeboxes, 4 of which are easy to open undetected, it is also a very small city.

1 in bank, 1 by jewelry table, 2 in covered area with crafting tables, 2 in open air market.

Edit to add:- Besides the bank one none involve going through doors, iirc there are some in other buildings such as the Mages Guild.

Dhalmora has even more. The crafting area alone has nine or ten, idr exactly how many. Then the Merchant has one right outside the crafting area, there's another NPC like 2 seconds away across from them, and there are four more in four Houses. And Dhalmora is smaller than even one of the starter islands.

Now granted, pretty much none of them are easily opened without being detected, but still lol.

I've got one each of these on two different characters, and none of the others.

(It probably doesn't help that I'm not actively trying to find them, but still...)

@Arunei, if you are okay with buying instead of getting the fragment as a drop then, as @theskymoves mentioned, you can get it from traders.
Just did a search on https://us.tamrieltradecentre.com and went to Windhelm to verify.

Are you sure you don't already have it somewhere? In the bank or a chest or something?

It's real, but you can buy it under 2K on PCNA/PCEU. Really not worth trying to get it yourself at this point.

Er...I appreciate the advice, but uh...I mentioned in my post already having it on two accounts and was the first person to mention that it's available in Guild Stores for cheap, heh. But thank you for being helpful and even bothering with grabbing a screen.

I've found five or six of them across PC NA accounts. I think I dumped two into a guild bank because they don't sell for a whole bunch (unlike the Nocturnal Note), but all accounts have consumed it, so it shouldn't drop for them anymore anyway.

Hehe, it happens, I've gotten things backwards plenty of times myself. Still always nice to see people on the forum going above and beyond to help others so it's all good regardless.

I got mine in the Luxurious SafeBox found in the Gonfalon Palace. I was just trying to get the High Isle achievement for stealing from it. If you don't have that achievement (or similar ones for other zones that have that special safeboxes) I'd check those out too.

It seems I've got extremely lucky.
I opened around 10 safe boxes and thieves troves in Audiron's main city, and got it.
Same with that part you get for those events (cant recall the name of).
And I can't recall when and where I've got the last piece; it was this quick.

I used up all luck for two weeks I had getting all those last month.
Rouge's Refuge is my fav home so far; simple yet spacious.
