Onslaught crit bug?

This is more of a question to the devs, but does Onslaught supposed to be 100% crit chance in pvp environments?
The skill description says we get a 100% crit chance buff if battle spirit is not active, but Onslaught itself is a guaranteed crit right now even with battle spirit, even tho that's not in there.
@ZOS_Kevin any chance you could ask the team, please?
BTW it currently also crits on blocking targets, it still respects block mitigation, but it crits regardless. The splash portion doesn't have the 100% crit chance.

Assuming Onslaught shouldn’t be guaranteeing a crit on itself in PvP with ‘in Battle Spirit’ wording.

Source: Heavy Attack Onslaught Ganker with around 50% crit rate that has never ever seen a single not critting hit among ~200 hits this patch.0 -
