how to know the exact date of the update? as it is says 'This feature will be available starting this week (Week 3) of the U51 PTS Cycle'

That second image from the patch notes says the two solo dungeons will be available for testing on Week 3 of the PTS cycle. The 2-handed fix is not part of the solo dungeon feature. They are not in the same comment within the patch notes even.
Both the solo dungeons and the 2-handed fix go live together with Update 51. Update 51 is scheduled to launch September 28:
