Graphics suddenly got blurry/hazy

I went into a fight in Cyrodiil and suddenly my screen went black, i think this was on my end. Then, the graphics went blurry, my character is a constant blur and i tried relogging, changing graphics back to default, then to high and everything is hazy now.

You might want to check your anti-aliasing settings:

These have sometimes reset for me for whatever reason. Which settings look best depends on your GPU.

changing those did not have an effect. UI looks normal, is just my character and then it feels like a fish lense for the world around.

The anti-aliasing doesn't (noticeably) affect UI. But if it's not that the only other thing I can think of is the subsampling -- is that set to High?

Otherwise it might be something outside the game, such as Nvidia settings.
