Quest Favor for Lady Arabelle: Help Vyctorelle Find Klaandor Axe-Bearer. Pick up quest from quest board. Travel from Glenumbra to Rivenspire. Slay NPC Klaandor Axe-Bearer. I did not receive the item "Klaandor's Journal". I have dropped the quest and started it over multiple times with the same result. I am unable to continue nor complete this quest.

I'm not quite sure as it is an old quest, but if I remember correctly, his journal appears in your general inventory (not in 'quest items' tab) after looting Klaandor, and you'll need to read it from your invenory to start relevant quest. Also try to check your 'junk' category if you're using any sorting addons

I appreciate the assist oddarin. That's the rub. The journal never drops from Klaandor.

Oh, I see, sorry to hear it. I've done that quest with my main char years ago and with one of my toons relatively recently (month ago or smth like that) and have no struggle with it except that obtaining that quest is not intuitively obvious as requires some manual manipulations. Maybe they changed something when adding it into Freerunners pool

Thanks for submitting the bug report on this. While I must have completed the quest on my main a loooong time ago (Klaandor's Journal is available to her in Shornhelm) one of my other toons has the "Help Victorelle . . ." Favor quest and ol' Klaandor is not forthcoming with his journal after many, many tries.

I've just checked that quest (and Nedras') with one of my other alts. After looting Klaandor, his journal drops into your inventory (if you're using Dustman or any other inventory sorting addons, it may place journal into 'junk' category, don't miss it), you need to use journal directly from inventory - that will start related quest (also mind that interracting with journal doesn't make it "read", so you want it to be in your library you'll need to read it again from 'quest item' tab where it'll be placed after you took the quest).
But I checked it without taking Frerunner's quest, so I can't guarantee that it'll work the same way with it - so, my reccomendation if for some reason journal doesn't drops while Favour quest is active, just abandon it, kill Klaandor and do his quest, and after take Favour quest again. In this case you'll be able to turn the quest immediately after you've got it. Hope it'll help.

Same problem here more or less. I did the lady Arabelle Vyctorelle/Klaandor quest successfully on PC NA by making sure I read the journal immediately when it appeared in my inventory.

On EU I got distracted by something, did something else first, and the journal disappeared from my inventory. Abandoned quest and took again on EU but Klaandor never appears now.

No addon that would affect that, unless EHT somehow does - would be bizarre but who knows.

So my EU character is screwed.

Invisible Edit: Not screwed. When I checked my inventory after login today the journal was there - sticking out like a sore thumb. Did I simply miss it when I looked yesterday? Possible, but then why did I see it instantly today?

Regardless of that, it appeared and I simply lost a day of these wonderful favors for Lady A.

Thanks for the suggestion. I tried it both with as well as without the favor/quest for Lady Arabelle. Still no journal. So I checked on some of my other toons. A couple had done the quest at some point in the past as Klaandor's journal was there in Shornhelm. But one had the journal in their inventory and it indicated that one was in my bank! So a returned to my toon with the issue, pulled the journal out of the bank and finished the quest!

Now to find a time machine so I can go back in time and kick my past ass for doing something as stupid as that.
