My educated guess is that the relevant department - I remember job listings for FO76 specifically for monetisation, I guess is the same in ZOS? - keeps anything regarding monetization 'very close to their chests' and the community team is just not at liberty to disclose.

Customer attrition analytics, players ARE buying crowns anyway. Just like Las Vegas has done, Microsoft calculated an increase in profits if they let the customers with little disposable income fall off while they focus on extracting more money from the customers that can afford it. Last week I spent $300 on crown crates just so I could get enough Mad God's Monarch Flocks to fill an entire garden. I'm a fool with my money, but I am not alone and Microsoft is banking on the housing whales. I would guess most of ESO's crown sales are due to housing & furniture FOMO.
Unfortunately for all of us, customer attrition is only a Band-Aid covering up the fact that you cannot have an economy which grows in profit indefinitely. At some point we are going to be living under technological feudalism wherein corporations no longer care about profit because they own everything.

Hey Kevin you say you dont normally run multiple sales, but history shows more often than not you run crown sales and base game sales at same time. Infact they're usually same news story so I am confused

Yeah, pretty much this. We've noted this before, but we cannot talk about sales timing or anything in that nature.
I know the lack of sale has lost Zenimax real money they would have otherwise been able to count on, because it dissuaded me from making purchases. I would have gotten Grand Topal and Linchal if the sale had happened. I know I'm not unique. This is also giving me pause about other purchases I intended to make; if I can't count on crown sales happening at the times they have for years and years past, then I have to be much more cautious about what I do spend my remaining crowns on.

Not once did I buy Crowns for full price and I never will and I'm certain most other players are the same. So ending Crown sales would be a horrible outcome for their revenue.

I'm being extremely selective with Crown purchases right now too. There are new and returning items that hit the Crown Store today that I would have purchased had there been a sale on Crown Packs last week. While some of the items are cheaper for ESO+ Members, the dicount isn't so attractive during all the uncertainty.
