I find that vote and the community outcry to be rather silly. Because they're very obviously already prioritizing the combat refreshes.
Last year, the combat team delivered
- 31 item sets
- 2 monster sets
- 3 mythic items
- Vengeance updates
- The new enemies, their abilities, and their effects for 4 dungeons, 1 zone, and 1 trial, which are mostly new
This year, the combat team will deliver
- 1 item set
- 5 monster sets
- 2 mythic items
- Vengeance updates
- The new enemies their abilities, and their effects for Night Market, and High Seas of Tamriel, which are mostly reused
- Refreshes for DK, 2H, and Werewolf
- Hybridization updates
That alone already tells me they're prioritizing the refreshes as far as is reasonable to expect. And if they're taking a long time, it's mostly because they lack the manpower and budget to do it faster. Blame Microsoft for that.
The only things that are "distracting" the combat team would be very valuable work on finishing hybridization, and Vengeance. But unless they're working on adding a lot of new skill lines (which I doubt), the bulk of the work for Vengeance is done, and it's now a matter of figuring out balance and server stuff.

Blame Microsoft for the delay of the Warden refresh? How? It should've been finished before the layoffs if they wanted to deliver it in time.
