I think it was 318, at least. I just remember that the gist was, "You've reached the message rate limit, please avoid spamming." I have no idea what the rate limit even is, but that's a moot point because I had posted in chat a grand total of 0 times in the hour or so I was just playing. I was able to log back in without issue, it seems (which is nice, considering the game crashes when attempting login about 25% of the time, these days, but that's a different issue).

Messages are more than just what you put in chat.

The game can get overwhelmed by messages sent by any add-ons you’re running or simply by messages you send (skills, movement, etc.) when there’s a delay in the connection and all the messages pile up and hit the server at once.

The choice for the developers to ask people to stop spamming chat is highly misleading and causes strain in the relationship between players and the game/ZOS. The first bit in the message is correct when interpreted technically, and that is what they should have explained rather than choosing the example that suggests players are to blame for conscious chat spam when that’s often not the cause.
