I haven't received a single key outside the three I've gotten by completing the 10th favour for each quest giver. Apparently a dev said the drop rate isn't supposed to be bad, but for me, the keys are ultra-rare. Not a single drop, even though I've been doing many thief activities and dynamic events since the season started.

It looks like the seasonal challenge counts a key if you put it in your bank and then withdraw it later, as if you just "collected" another key even though you'd already collected it.
There might also be something similar going on if you mark a key as "junk" and then unmark it-- something I like to do with a lot of consumable or miscellaneous items that I find, such as recipes or maps, as a way to temporarily put them on one tab so it's easier to keep track of them for putting in the bank and having each of my alts check the bank to see if there's anything for them to withdraw and store like a "mule" or consume and learn.

Off topic, this is an interesting system you have for sorting items like recipes, maps etc. I wish to adopt this system.
