UI Disappears Randomly issue

I need help fixing this 'UI Disappearing / Random Graphic Change' issue in ESO. It's been going on for months now. I have already tried deleting all of my addons, then reinstalling them with the latest files.: My UI will randomly disappear while I play, just part of the way (as you see, the skill bar disappears and a few other things, and the graphics change a bit to that no-UI fullscreen view). It does this completely at random, and is only fixed when I do the /reloadui command. What could it be?

My skill bar always goes away when I'm not in combat. All I have to do is target an enemy and cast a skill and it comes back up.

Press escape > settings > combat and check if Ability Bar and Attribute Bars are set to "Always Show" if they are not that might be your issue.

This doesn’t explain the compass disappearing or the blurriness of the scene compared to the text, though.

This reminds me of what used to happen when an outdated library caused an issue where the scene in the background was blurred as if there should be a menu in the foreground, but the menu would never appear. Only a reloadui fixed it in that case too.
