Werewolf + Heist = Bad Juju

Perhaps my understanding is somewhat lacking here, but there I was on a Heist (Secluded Sewers), about a minute and a half remaining to get back to the extraction point (tight but doable), when some Werewolf comes crashing in, slaughtering everything in the room, which alerted the guards to me and blew my otherwise perfect heist. Whose bright idea was it to send another player into my Heist instance? Or are these intended to be shared?

the instance is shared only if you are grouped and have the same quest

the only difficulty is the timer is also shared

Some heists have end bosses you need to avoid. It's usually the ones with the detection pots.

Not grouped, but could be someone picking up the same heist. They looked like they were on the way in while I was on the way out. I wouldn't mind so much if they hadn't aggro'd everything in the room, which caused me to get detected multiple times while they were converging on him. That immediately ran out my clock. The whole idea of bringing a werewolf into a stealth environment just doesn't click. As long as you grab the loot, then you get partial credit, but still... there went my purple coffer.
